SOP-SSD-7 Processing Broadcast (APB) InformationTechnical Services Division SOP-TSD-7 Date Issued: October 6, 2011 Revised: April 25, 2016 Processing Broadcast (APB) Information POLICY: Dispatch is responsible for drafting and distributing broadcast (APB) information, upon request and as is necessary. The distribution of felony, officer safety and just occurred broadcast information will be completed as soon as possible. Missing Persons "At Risk" situations fall under this same guideline. SCPSC Broadcast Protocol and Process documents should be used as references. PROCEDURE: APB requests will be processed in the following manner: I. Rohnert Park event: A. Obtain complete event -related information, including; subject(s) of interest name and physical description, vehicle data, direction of travel, weapon, time of occurrence and other pertinent details. B. Send above broadcast information through CLETS Informer: 1. Select Administrative Broadcast Message ADMINB form. 2. Send to: Message group 3249 (includes CHP), and any other locations requested by officer. A complete list of agency mnemonics is available for agencies outside our 3249 group (refer to Binder). 3. Enter all available information from teletype request 4. Print copy from printable output form and attach to teletype request and place in work basket for records. If there is suspect information AND the broadcast is of an urgent, public or officer safety nature, also enter into the CAD Broadcast system: C. Retrieve Broadcast dialog: • Type BRI on command line <or> • Function key Shift + F6 <or> • From menu Info > Broadcast > Information D. Enter the following information: ■ Event Number if available • Action (Stop and Hold, etc.): Use only drop down selections, free text not permitted in this field • Event Type (free text field) • Date & Time of occurrence • Location of occurrence • Direction of Travel • Weapon used • Subject Vehicle • Subject Physical Description • Narrative • Authority: Officer requesting broadcast or primary on event Technical Services Division SOP-TSD-7 Date Issued: October 6, 2011 Revised: April 25, 2016 • Destination: CAD Broadcast to all SCPSC agencies, GROUPS > APB Note: By sending to this group, all SCPSC logged on mobiles and CAD terminals (including originator's terminal) will receive the broadcast. This broadcast format sends the APB through the SCPSC agencies only. II. Incoming Broadcasts via CAD or CLETS A. Broadcast via radio the following broadcast types (unless otherwise indicated to not broadcast via radio) • In -County Officer Safety • Just Occurred Felony Event Note: Some level of dispatcher discretion is necessary, based on time frames, available information and event circumstances B. Broadcast via MDC only ■ Missing Person, at risk • Check the Welfare situation • 5150 W&I • Other events requiring immediate field notification Note: The on -duty supervisor may ask for verbal broadcast C. If CAD Broadcast, click on Close Broadcast (this will turn the red broadcast button off) III. Broadcast updates - when updating a CAD broadcast A. Retrieve broadcast • BRS on Command Line <or> • Function Key Shift + F5 <or> ■ Inquiry > Broadcast > Search ■ Enter criteria to search for desired broadcast 1. Highlight desired broadcast 2. Click on Update button 3. Add/Edit fields as necessary 4. Click OK (Broadcast will be sent to same terminals as originally sent); <or> Click on the 'save update' button if the changes do not require the broadcast to be resent to all terminals, i.e. grammar or spelling changes that do not change the main want information. Cancellations — subject/vehicle in custody or want no longer valid A. CAD Broadcasts will remain active until automatically cancelled by the CAD system at the end of the 10th day. Upon notification that a Broadcast is no longer active (subject located, no prosecution desired, etc.) prior to 10 days, Dispatch will manually place a cancellation on the broadcast. B. Cancelled broadcasts can still be searched in CAD as they are retained per SCPSC Protocol for 365 days. C. Retrieve Broadcast 1. BRS on Command Line <or> 2. Function Key > Shift F5 3. Enter criteria to search for desired broadcast 4. Highlight (single click only) desired 5. Click on the 'close' button to the right 6. Enter reason for cancellation in comments field and click "OK" a. Broadcast will automatically be sent to original terminals with the cancellation information. D. Send cancellation teletype via CLETS to non-SCPSC agencies (group 3249) V. Cancellation for 10 day purge A. Per SCPSC Protocol, CAD broadcasts will be purged from 'active' status by the CAD system after 10 days. VI. Unsolicited teletype broadcasts received at RPD1 (Teletype broadcasts) A. Out -of County and non-SCPSC Messages 1. Radio broadcast immediate need information occurring within neighboring counties and/or local city jurisdictions (i.e., Novato, Petaluma, Cotati, CHP, Santa Rosa, Sheriffs Office). 2. Administrative broadcasts received should be distributed to appropriate person/unit within the department if applicable (i.e. CLEARS training or meetings to Records Supervisor, Training announcement to Training coordinator). Teletypes that do not pertain to Sonoma County area may be deleted. 3
